01 Preserve the GDPR clarifications that work

02 Fix consent at the source

Reserve consent for what genuinely matters to users. Keep centralised browser-level consent out: Europe should not hand its consent architecture to two browsers, which together account for more than 80% of the market.

03 Make Privacy-Enhancing Technologies a strategic European asset

Incentivise the technologies that make data sets privacy-friendly and innovation-friendly. Back these technologies with open standards, so privacy-washing does not pass and competition stays fair. Let the Commission lead these standards together with the EDPB, ENISA and the EDIB.

Europe is not short of rules. Implement and assess what exists before adding more. Where a genuine gap remains, close it with a targeted, proportionate fix rather than one-size-fits-all obligations.

04 Guarantee a real level playing field.

The same rules for every company operating in Europe. No exemptions, no shortcuts. Authorities must be equipped to act when rules are broken.

05 Smarter enforcement.

Coordinated across sectors and borders, using the rulebook we already have.

Europe does not need to build tech champions from scratch. We already have them.
