Europe does not need another layer of consumer rules. It needs the rules it already has to work.

01 Enforce.

Revise the Consumer Protection Cooperation (CPC) Regulation and connect national authorities. Apply the same rules to every company operating in Europe.

02 Clarify.

Map how the UCPD, GDPR, DSA, DMA and AI Act interact. Complete the Digital Fitness Check before adding new obligations.

03 Simplify.

Remove redundant obligations and keep consumer protection anchored in demonstrable harm. Avoid blanket bans and rigid design templates.

The Digital Fairness Act can be a win for consumers and EU tech,
if it makes existing rules work better.

Europe is not short of rules. Implement and assess what exists before adding more. Where a genuine gap remains, close it with a targeted, proportionate fix rather than one-size-fits-all obligations.

04 Guarantee a real level playing field.

The same rules for every company operating in Europe. No exemptions, no shortcuts. Authorities must be equipped to act when rules are broken.

05 Smarter enforcement.

Coordinated across sectors and borders, using the rulebook we already have.

01 Preserve the GDPR clarifications that work

A workable definition of personal data aligned with CJEU case law, including the SRB ruling Legitimate interest as a legal basis for AI training and deployment A single entry point for breach notifications covering both the GDPR and NIS2 Scientific research provisions covering applied research inside companies, not only in universities

02 Fix consent at the source

Reserve consent for what genuinely matters to users. Keep centralised browser-level consent out: Europe should not hand its consent architecture to two browsers, which together account for more than 80% of the market.

03 Make Privacy-Enhancing Technologies a strategic European asset

Incentivise the technologies that make data sets privacy-friendly and innovation-friendly. Back these technologies with open standards, so privacy-washing does not pass and competition stays fair. Let the Commission lead these standards together with the EDPB, ENISA and the EDIB.

Enable innovation. Respect privacy. Build a true Single Market.
